In times like these, when someone talks about "modifying game files", almost everybody keeps the problem of cheating in mind. But not everything that changes the game is directly a cheat. Sometimes there are only small things that make a little advantage, people use these things and don't even think of the consequences.

As it's hard to say if a software is unfair or not, there is a clear rule about these things:

9.3.4. Programs
Changing the graphic options or textures with the help of graphic card drivers or similar tools or programs is illegal.
Programs that do not have any influence on the game are allowed (voice programs, server administration tools). Any other programs are illegal (e.g. cheats).
Programs for video recording are allowed (for example FRAPS). Videos recorded with this programmes can be used as a proof of cheating.

This also affects software like r-client or any other mods that change the game from vanilla to something different. Even skin packages or sound mods!

So keep in mind: Software like the one mentioned is a change of he game! Anyone using something like this in an ESL-match will get a penalty for cheating, which means 12 penalty points and a barrage of two years! As the rule about third party software may seems to be a little bit unclear, this only affects matches that will be played from now on. So do not forget to check the UAC-screenshots of your opponents after the match.
