Rules Update
With this news we are going to introduce some changes to our rules. Feel free to suggest any further improvements, we appreciate your feedback.
The following changes have been made and are in effect immediately:

a) We made one small change in the official serverconfigs upgrading the value of sv_maxrates from 30000 to 60000. You can download the new configs here

b) We removed the sentence "Using custom crosshairs is allowed" as only default crosshairs work since the introduction of sv_pure 2.

c) From now on we consider scripts as illegal that are executing empty or non-existent .mp3 files, so please change your configs if you use such an alias to get a short "stopsound-effect".

d) Last but no least we suggest to use DBlocker on every gameserver from now on. This plug-in will not be considered as illegal and it does not interfer with the current ESL rules. Instructions how to set it up can be found on the tool's homepage.

This action is necessary to fight against several things, mainly the currently spreading "no-recoil-scripts" of the last days and weeks.
Beginning with the playoffs, it will be required to have DBlocker on the server, but we strongly recommend that you are going to use it already for the groupstage. We added the following sentences to our rules:

If one team prefers to play with DBlocker and has got a server with DBlocker which has ping and neutrality conditions acceptable for both teams, this server has to be preferred against a server without DBlocker.

Additionally, we have informed Valve (again!) about that issue and we hope to see a fix soon. Until then we might see another plug-in that is just observing the scripts folder soon and we hope such a check gets integrated to Aequitas as well.

Point C is a joke or what?
Why do we have to hear the winning sound after a FC? Why it's not allowed to stop this disturbing sound?

Really funny this rule..Honestly
the intention of the rule is not to forbid the winning sounds.
you could write an alias to have a stopsound-effect after switching guns for example so you could avoid ambient sounds for a short time to hear footsteps clearer a bit later.

if you do not want to hear the winning sound after a FC you can use a cvar or download a shorter version of the fc sounds.
When I use my "stopsound" (load of a non existing mp3 file) bind, i can't hear anything for a secound or less... I think.

What about dod_playwinsounds 0 or dod_playwinmusic 0 ? Is this working?
I can't test it right now because I can't use my PC right now.

I don't really know how to use that what you wrote or change the winning sound to make it shorter :/
But I will ask some people which know how it works ;)

dblocker is a good addition, too bad most of the servers lag quite hard with it.
valve announced a fix "soon" too.
